Why property risk on a letting flow

Letting agents in 2026 carry overlapping responsibilities under MLR-2017 (May 2025 sanctions rule), the Tenant Fees Act 2019, MEES dom-E (since 2018) plus the proposed dom-C from 2030, and the Renters' Rights Act 2025 (Section 21 abolished from 1 May 2026). Tenant safety + landlord-deposit defence + insurance pricing all turn on property-level risk data the conveyancer would normally surface, after the deposit is paid. Surfacing it at the AML stage gives the agent the same evidence in advance: flood band that drives insurance premium, MEES verdict that flags an unlettable property before the tenancy contract is signed, postcode crime trend that anchors the agent's area-knowledge claim.

Environment Agency flood-risk + Recorded Flood Outlines (river / sea / surface water + historic events). UKHSA Radon Atlas (postcode-band lookup). Coal Authority Development High Risk Areas (DHRA polygons). Local-authority contaminated-land registers + EA landfill register (per-LA adapter pattern, top-50 LAs covered v1). INNS Mapper + iRecord (Japanese knotweed proxy). MHCLG EPC + computed MEES verdict. Police.uk crime data (24-month category breakdown + trend). All free OGL-3 sources; no Met Office paid feeds, no Refinitiv / Bloomberg licences.

How the deliverable looks

One A4 PDF with three sections: parties (tenant + landlord, with PSC tree if landlord is corporate), property (EPC + MEES + flood + radon + coal + contaminated + knotweed + crime), and a one-line summary verdict (PASS / REVIEW REQUIRED / FAIL). Every list version + screened source is timestamped on the cover for the audit trail. SHA-256 hash binding plus a 7-year DDB retention plus a public verifier URL means the agent can prove the cert was generated on a specific date against specific list versions. Does the property data add latency to the check?

Yes — typically 2-4 seconds for the property capability fan-out (flood + EPC are live API queries; radon + coal + contaminated + knotweed + crime are S3-cached lookups). Total suite check completes in under 8 seconds end-to-end.

What if the property data is incomplete for my postcode?

Each capability returns a `data_available` flag. A "no contaminated-land record" for an LA we don't yet cover is reported honestly rather than silently skipped. The PDF surfaces gaps so the agent can decide whether to commission a full Landmark / Groundsure environmental search.

Is this a substitute for a conveyancer's environmental search?

No. A full environmental search (Landmark / Groundsure / Future Climate Info, typically £46-80 retail) includes chartered-surveyor review and is the gold standard for purchase transactions. Our property-risk overlay is a screening flag for the lettings workflow — sufficient for a tenancy decision, not a substitute for surveyor sign-off on a sale.

How does this compare to Goodlord or HomeLet bundles?
